PROGRAM: Program Chairman Pro Tem Greg Wyatt introduced Carol Kwan and her helper Joe from the West Basin Municipal Water District.  Carol is an elected director representing several South Bay Cities. (She's also Michelle Kwan's aunt.)  She said West Basin was a water wholesaler who sold to retailers like California Water Service.  West Basin gets its water from Northern California and the Colorado River.  It also does recycling of water at its plant in El Segundo.  Recycled water is used for irrigation and the refineries.  They are working on providing more water from ocean water desalination.  Decreasing costs and MWD subsidies are making this a more viable source of potable water.  Desalination is a combination of microfiltration and reverse osmosis.
